I would use bolt cutter, $10 at the local hardware store
A huge metal bar/pole. Slip it under the lock and start rotating it. If the bar is long enough you should be able to get enough torque to break the lock.

BTW, what are you trying to STEAL?
spray the lock with Freon and when it’s excellent and frosty whack it with a hammer. Unless this is one of those really huge cable locks that is locking down a Harley. Then you dont even try.
